A player could become incredibly powerful if they were allowed to continuously cycle through all the formables and stack their modifiers. This would allow them to become ridiculously powerful, as they would be able to use any formable to their advantage.
In the game, there are two types of countries: Limited Countries and Full Countries. A Limited Country is a country that is only able to form a limited number of alliances and treaties with other countries. A Full Country is a country that can form any type of alliance and treaty with other countries. There are three achievements in the game for players who have Full Countries as their country: The Grand Alliance Achievement, The Great War Achievement, and The Peaceful Cooperation Achievement. These achievements are based on forming an alliance or treaty with at least five other countries.

Aksum can be formed by Ethiopia via their missions. The Mongol Empire can be formed by Yuan. The Holy Roman Empire can be unified by becoming its Emperor and passing its final imperial reform. All nations can do this except for the Papal State. The Roman Empire, Aotearoa, Hawai’i, and Viti can be formed by any nation that meets their requirements. Only the Papal State and the HRE can’t do this.
