After all, no one wants to play through a Pokémon game without Fly. And this is especially true in HGSS with room to access both Johto & Kanto.

5. Moltres

Legendary Moltres is one of the best Flying-types in the Gen 2 remakes.

There are a few reasons. One is that the oil industry has been able to keep production high and prices low because it has been able to find new and more efficient ways to produce oil. Another reason is that the global economy is slowly improving, which means that more people are starting to see the value in buying oil. Finally, OPEC has been able to keep production high because they have agreed not to increase output until other producers do too.

Moltres is not available until your last trip to Mt. Silver, right before the final battle with Red.

If you want to keep a team member around, make sure they’re willing and able to contribute in multiple fights.

But Moltres is still on the list because of its undeniable power. If you plan on playing past Red, it can be an invaluable member of your team. ..

To build Moltres, you’ll need to focus on offense. Its high attack stats mean that it has a lot of options for strong STAB moves like Flamethrower and Aerial Slash.

Fly can also be used if you want Moltres to put in work in the overworld as well as in battle. ..

It is also important to help this bird some coverage for its Rock-type weakness, so maybe teach it the Solarbeam TM as its final move. ..

After completing all 16 badges, head to Mt. Silver to fight Red. Along your way you’ll see Moltres in a cavern. Make sure to bring Pokémon who know Surf, Waterfall, and Rock Climb with you.

4. Pidgeot

Route 1 is one of the most popular Pokémon locations in the series, but it’s not without its challenges. Pidgeot is one of the most iconic Route 1 birds, but it’s not always the best at this location.

The Pokémon GO Pokédex has a lot of good stats, but it doesn’t have enough moves to make it one of the best in Gen 4.

Pidgeot Fly can help you save time by biking across the game instead of walking or running. Additionally, Pidgeot Fly can learn Air Slash, which is a one-turn Flying STAB attack. ..

It will take Pidgeot until level 62 to learn Air Slash, so in the meantime, teach it Aerial Ace from the TM found at Mt. Mortar.

Double Team is also essential for evasion tactics, so make sure to pick it up from the Celadon Game Corner if you want some more survivability.

After teaching Pidgeot the Steel Wing TM from Route 28, we’ll teach it to cover its Ice-type weakness.

To catch a Pidgey in 14 different locations, you can start by catching them on Route 29. Once you have a Pidgeotto, evolve it into Pidgeot at level 36. ..

3. Gyarados

Gyarados is a powerful Flying-type that somehow can’t learn Fly.

HM Surf is the most useful of the three HMs. It can learn the next most useful HM, which is Dive. ..

Surf is a powerful move that can be used for both utility and attacking purposes. It has the potential to deal major damage to opponents, making it a valuable asset on your team. ..

Waterfall is an incredibly powerful move that can help you get through Victory Road.

Gyarados’ best stats are its physical attack and speed, so we’ll buff both in one turn using Dragon Dance. It’ll learn that at level 44 – hopefully in time for The Elite Four.

Gyarados doesn’t have any Flying-type STAB, so we’ll instead cover its x4 weakness to Electric by teaching it Earthquake. ..

The TM is on your way through Victory Road.

Gyarados’ high speed will let you get off an Earthquake before it gets hit with a Thunder Punch. But just in case it doesn’t, its Intimidate ability will hopefully lower your opponent’s attack enough to help your big blue dragon live through it.

Gyarados are a very common Pokémon in The Lake of Rage. You’ll naturally have a special encounter with one during the main story.

2. Ho-oh

Ho-oh, the Legendary Pokémon, is a cut above the non-Legendary fliers of Johto. ..

The stats of this Pokémon are appropriate for a box-art Pokémon. Its wide pool of ammunition makes it perfect for battle.

The Flying-type STAB of Ho-oh should be given to Fly, as it is the most efficient damage type. Aerial Ace should be given to Ho-oh so that it can deal the most damage possible.

Sacred Fire is Ho-oh’s best STAB move – and it’ll know it from the moment you catch it.

After seeing that Rock and Water can’t cover his weaknesses at the same time, Ho-oh decided to use Grass-type moves to do so.

TM23 (Giga Drain) can be learned by beating the Celadon City Gym.

Since there’s no good coverage for Ho-oh’s Electric-type weakness, maybe we can teach it a Light Screen so it can survive through Thunderbolt.

In HeartGold, you’ll have a mandatory special encounter with Ho-oh at Bell Tower. In SoulSilver, you’ll have to head to Bell Tower after picking up the Rainbow Wing from a person in Pewter City.

1. Lugia

Lugia is slightly ahead of Ho-oh on this list.

Despite its weaknesses, its move pool and Psychic/Flying typing keep it as the best Johto Legendary.

Lugia also has a signature move – Aeroblast, an excellent piece of Flying-type STAB. This move is very effective against most types of Pokémon, as it inflicts heavy damage to any target that is hit by it.

Extra Sensory allows Lugia to know when you catch it, so it can use its Psychic move more effectively.

This legendary bird is a defensive Pokémon that can also put Calm Mind and Roost in its final two move slots to bolster its already titanic bulk.

Calm Mind is learned at level 93. It increases Lugia’s special stats.

Lugia needs to use Calm Mind three times to stay healthy, so teach it Roost at the Violet City Gym.

Lugia’s special stats will max out, making it extremely difficult to put it down.

In SoulSilver, you’ll have to face Lugia as a mandatory encounter in Whirl Islands. In HeartGold, you can pick up the Silver Feather from Pewter City. ..
