Although Suigetsu has shown decent mobility and strength feats, I don’t think he could realistically keep up with Star Platinum.
Joutarou knew that his water bullets would never actually land on him, as he could catch real bullets at point blank – plus Star Platinum’s punches carry enough force to blow away any attempt at drowning Joutarou.
That’s even without mentioning that Star Platinum could just drink Suigetsu if he really wanted to.
The protagonist has a unique ability to stop time and change into water, but he can’t do it without giving the person a chance to turn into water.
However, if they were fighting on a lake or something, Suigetsu would have the advantage.

If they were both fully aware of the other’s powers, the fight could go either way. If one were to underestimate their opponent, they could be easily overwhelmed and killed.
In a blind matchup, Suigetsu gets overwhelmed.
Suigetsu likes to open his opponents up with quick strikes, then turn into water to avoid getting hit himself. If the opponent phases through him, they’re wide open for a counterattack. ..
Chisaki doesn’t really have to punch his flesh to one shot him. ..
Even though it’s just water, it still is Suigetsu’s body. And it is connected to him in a way that cannot be explained.
Chisaki would be able to use his Quirk to dismember Suigetsu on a molecular level, which would make him immune to his own injuries.

We saw in Suigetsu’s fight with Kisame that Kisame is a water warrior who can quickly drain the life out of his opponents.
Once he’s out of chakra, it’s GG.
2. Leopold Vermillion
When the difference in destructive power between water and fire is this large, the tides quickly turn.
From his fight with Killer Bee, we know that Suigetsu can take a huge blast if there’s enough water around him to soften the blow.
Leopold is known for being able to generate a lot of heat, which would likely cause any nearby water to evaporate. ..
The attack he uses in his fight against the Dark Disciple is akin to a literal airstrike, even though he had been spamming skills for quite some time and was severely injured. ..
Suigetsu was easily killed by using only half of his mana pool. He could have easily used the other half to nuke Suigetsu like there was no tomorrow.

Although Killua wouldn’t be able to do much while in his base form, with Godspeed activated, he would simply destroy Suigetsu.
Suigetsu is weak to electricity, and will even get stunned for a bit when shocked. So Kilua’s kit counteracts him completely.
Suigetsu was able to outrun him, but his speed is much faster than Suigetsu could have imagined.
Killua is unlikely to be able to mitigate all of his normal attacks. ..
