For me, the flaw of many other characters is that they often go some way to turning face again eventually or doing something that helps balance out all the awful stuff they’ve done.

Seriously, Wapol is a spineless jellyfish of the highest order. At the first sign of trouble in his kingdom, he’s running away in the opposite direction. ..
This means that the subjects of the Drum Kingdom are left to fend for themselves, as the ruler is too busy ruling his own kingdom.

Arlong is a character who is beyond the average when it comes to being a jerk and a complete idiot. He is also one of the earliest and most important characters in One Piece, and his actions throughout the series are always worth watching.
