Despite him being a bit of a hateful coward, I still can’t help but like him.

17. Gecko Moria

Gecko Moria is a villain who treads a fine line between creepy, terrifying, and just downright wacky. He’s a mad scientist who has created an artificial intelligence that is both intelligent and dangerous. Moria has also been known to use his AI to commit crimes, such as kidnapping and murder.

He’s actually quite wacky most of the time - especially with that annoying laugh of his, which is sadly forever embedded in my brain. ..

16. Rob Lucci

Luffy had the perfect counter to Ando’s Devil Fruit ability, which would’ve prevented him from wreaking havoc.

He has a powerful Devil Fruit that is very effective, but he didn’t use it as well as he could have.

If he had ignored his pride and run from the Strawhats, I believe he would’ve developed into a much stronger contender.

14. Crocodile

Luffy faced Crocodile in a fight that was sure to test his mettle. The crocodile was a powerful adversary, and Luffy had to be careful not to get overwhelmed.

Crocodile has a record of 2-1 in his favor, having beaten Luffy twice. However, Luffy’s decisive victory in the end gives him the edge. ..

All that said, Crocodile is a former member of the Seven Warlords of the Sea, and was once touted as one of its strongest members. He is also known for his ferocity and strength in battle. ..

Kuzan is one of the most chill and likable characters in One Piece. He’s always willing to help out his friends, and he’s not afraid to stand up to anyone who tries to harm them. He’s also a very skilled fighter, and he’s never hesitated to use his abilities to help others. Kuzan is definitely one of the most interesting and unique characters in One Piece, and he deserves your attention! ..

It’s interesting to think about how his Devil Fruit can be seen as poetic, given that it allows him to control and become ice itself. ..

He’s a bit lazy and easygoing for someone in his position, but he’s an absolute beast of a fighter.

Kuzan, despite his past affiliation with the World Government, was among the “kinder” Admirals.

Fujitora is a very similar character to the one I listed before, but I didn’t bother including him because he doesn’t really fit the “villain” criteria in my opinion.

6. Fleet Admiral Akainu

Sakazuki is someone who is very likely to be a villain, based on the criteria of being a “Red Dog.” ..

After all, he did push back against Blackbeard and his crew all by himself, amidst all the chaos, which is something that is no mere feat.

4. Golden Lion Shiki

Golden Lion Shiki, a villain from Gol D. Roger’s era, is one of the few villains that lived during that time.

Not only did Roger sail the seas during my time, but he was also powerful enough to be considered the Pirate King’s rival.

During his prime, the world’s most notorious pirate, Edward “Blackbeard” Teach, was often compared to the likes of Whitebeard, Monkey D. Garp, and Gol D. Roger himself. ..

During the Whole Cake Island Arc, it is clear that Big Mom is far above Luffy’s level, despite Luffy having improved so much already. ..

Despite her comical appearance and behavior at times, she is one of those villains that you never want to anger. ..
