The Riften Docks has 7 fish barrels and each barrel has a chance to contain Salt Piles. If a Salt Pile is found in a barrel, the fish inside the barrel will be killed and the barrel will be destroyed.

Inside the Riften Fishery, there are another four Fish Barrels.
If you want to steal something, it’s better to befriend the Argonian named Wujeeta at the docks. Give her a healing potion and she can help you loot these barrels safely.
